摘要
随着城市现代化建设步伐的加快,需要拆迁大量的房屋。城市房屋拆迁工作是一项政策性、群众性、经济性都很强,非常复杂又十分难做的工作。它涉及国家、集体、个人三方面关系,直接关系到被拆迁人的切身利益和拆迁单位的经济利益。城市房屋拆迁、安置工作的成败直接影响国家城市规划战略的推进,已经成为政府和人民共同关注的焦点问题。在城市房屋拆迁过程中,最主要的问题是拆迁补偿问题,补偿是拆迁工作的关键。补偿就是对被拆迁人所拆房屋和土地的补偿。但是在城市房屋拆迁补偿的实践中还存在着许多问题,致使拆迁纠纷不断产生,问题主要表现在拆迁安置相关法规尚不健全、政府在拆迁中职能错位、房屋拆迁管理部门监管力度不够、司法保障薄弱、拆迁评估不规范、拆迁补偿标准较低等方面, 这些问题不仅严重侵害城市居民的合法权益,引发群众大量上访,影响社会稳定,,并参与了一些拆迁实践活动,系统地分析研究了我国城市房屋拆迁安置补偿现状和存在的问题及其形成原因,提出了针对我国目前拆迁安置中的主要问题的对策构思。

ABSTRACT
During the development of city construction,large houses are going to be is also plex and hard process,which concerning the nation,collective and individual,and the benefit of both the relocate one and the dispersed one are directly involved. When removing the houses,you should pay more attention to pensation. pensation is the key thing in removal work. pensation means that you pensate them for pulling down their houses and their land. Urban relocation has strong relation with the urban planning strategy and es a focus of the government and the , There are some serious problems in urban relocation,such as the absence ofrelated laws and regulations,improper interventionofthegovernment,the weakness of the supervisor and justice bureaus,regulation,substandard relocation assess,low pensation problems harmed the citizen and the stabilization of the society and caused over investigation in some areas and industries. The problems and reasons in the urban relocation are analyzed in this paper, based on the research of relative theories and knowledge ,and according to the above several measures emerge.
