摘要:近年来,国家采取了扩大普通高等教育规模的政策,于1999年开始扩大高等学校招生规模,使我国的高等教育模式逐渐由“精英教育”转向了“大众化教育”,。浙江高校近年来也在不断地扩大招生,但由于自身资金有限,必须通过负债筹集资金用于办学基础设施的建设与改造。通过盲目增加学校的负债来增强高校办学规模,但是又不能及时偿还负债,会给高校带来巨大的财务风险。因此当前浙江高校财务管理者所面临的问题就是如何衡量和规避高校的负债筹资风险。
本文在概述浙江高校负债筹资现状的基础上,分析了浙江高校负债筹资的原因和高负债筹资的风险,并从政府、高校、银行三方面提出浙江高校负债筹资的风险防范对策,以利于建立稳定、有效的高校常规融资机制,促进高校的可持续发展。

Abstract:In recent years, countries have adopted policies to expand the size of regular higher education, in 1999 colleges and universities began to expand the scale of higher school recruit students, Higher education mode of China education gradually from the "elite" to the "mass education", the recruitment of students scale from 2004 million rapid growth of the 2700 million people in universities of Zhejiang are continually expanding enrollment in recent years, but because of its limited resources, we must raise funds through debt for school construction and reconstruction of infrastructure. Through the blind increase to strengthen college school of liabilities scale, but also cannot promptly to repay debt, will give university bring tremendous financial risk.. So the current problems that financial manager of the universities of Zhejiang facing is how to measure and avoid the risk of debt financing.
