试论城市社区管理体制的改革与创新

摘要

中国的城市社区建设才刚刚起步,城市社区管理体制创新正处于探
索和实践之中。本文通过探讨城市社区管理体制所面临的问题、任务、
目标和方式,总结城市社区管理体制创新的经验和特色,并从改善城市
治理,推进社区自治的角度,提出了发展的方向和建议。
第一部分是前言,简要概述社区概念的来源及含义,指出社区管理
面临的新变化,新形势和加强社区管理体制研究的重要作用和意义。
第二部分是综述了西方的治理理论。从历史和现实两个角度,简单
介绍了西方治理理论研究的社会背景,治理理论的基本内容,同时介绍
了西方与当代中国的治理实践。本文就是以治理理论为分析工具,系统
阐述中国社区的发展历程、管理模式、存在问题以及治理模式的改善。
第三部分探究了我国城市社区管理体制下历史沿革和现状。既介绍
了计划经济体制下的单位制,也分析了社区制的产生与发展的情况及其
特征。
第四部分是我国城市社区管理模式比较分析。主要分析了上海模式、
沈阳模式和江汉模式,指出了它们的异同之处。
第五部分是我国城市社区管理体制的发展方向,并探讨了今后管理
模式的选择问题,提出具体的改革路径。

ON THE REFORM AND INNOVATIION OF ADMINISTRATION
SYSTEMS IN THE MUNITIES



ABSTRACT


Chinese munity has just on its starting point, and its legal management
innovative system has been under exploration and practice.
In this article, we go deep into the problems、task、goal and mode in the process of
munity management, summarize the experience and features, and pose the target
and suggestions which is based on the aim of improving the city management and the
community autonomy.
The first part is introduction. It outlines the origin and meaning munity, and
shows new changes 、 new situations which are met in improving munity
management and the important functions and effects on strengthening the research on the
management system.
The second part elaborates the government theory in western countries. Based on the
aspects of theory and practice, history and reality, it mends the situations in western
community management, especially in theory of ruling, and sums up three modes of
community management in foreign countries-government-leading, community-autonomy, and
combined mode.
The third part explores the history and current situations under the system of city
community management in our country. It not only introduces the unit system under the
planned economy, but also analyzes the formin
