II Research on economic incentivepolicies and developping of green building in China A Thesis Submitted toUniversityof South China in Partial Fulfillment of the Requirementfor the Degree ofMaster ofManagement By Dong Ning Supervised by Dongsheng Specialty: Project Management TheFaculty of Economics and Managementof University of South China, Hunan, China November2010 III 摘要近年来,随着可持续发展思想在建筑业的逐步加深,绿色建筑越来越成为人们关注的焦点。绿色建筑的提倡和发展,是功在当今,利在千秋的事业。国外对绿色建筑研究起步较早,较重视的一些国家,在对绿色建筑技术的研发投资较多, 绿色建筑技术相对较成熟,并相应建立了相对完善、客观的绿色建筑评估和保障体系,在绿色建筑的推广上也是不遗余力,在绿色建筑实施上取得一定的成就; 而国内尚处在起步阶段,虽然一方面借鉴国外较成熟的绿色建筑技术和绿色建筑评估体系,绿色建筑技术上不断提高,政府在绿色建筑的推广上也出台相关政策法规,但绿色建筑的推广仍很缓慢。本文首先介绍了我国绿色建筑制度和相关政策的发展情况,指出了我国绿色建筑在运行管理机制、财税支持政策、法律法规体系和行政监督体系等四个方面存在的问题;然后,对绿色建筑项目的开发和实施分成留个阶段进行了详细阐述, 并选取了我国三个具有代表性的绿色建筑项目进行深入剖析;最后,本文对政府和地产商的完全信息动态博弈、开发商与消费者之间不完全信息动态博弈模型进行了分析,提出政府应采取“胡萝卜+大棒”式的绿色建筑经济激励政策,实行补贴政策和税收政策,制定绿色建筑经济激励政策方案,加强政府职能、企业职能和消费者职能,从而建立起完善的绿色建筑保障体系,促进我国绿色建筑更快更好的向前发展。关键词:绿色建筑,评价体系,保障体系,经济激励政策 IV ABSTRACT In recent years, with the idea of sustainable development gradually deepened in the construction industry, green building has increasingly e the focus of and developping green building today will benefit future generations. Green building developed earlier abroad, the countries which attach importance to it devoted a lot in researching its technique, so their technique are more mature and have established more effective green building assessment system. Besides, these countries tried hard to popularize it and have achieved a great in it. However, the development of green building is in an early stage inland, so we can use the more mature ones for technique has been improved and many policies concerned have been draw by government, but the speed of its development is still very slow.
