屋顶绿化公共政策的分析研究.pdf

西南交通大学硕士研究生学位论文第1页摘要随着我国城市的快速发展,越来越多的环境问题、生态问题、经济问题也随之产生。屋顶绿化能够为综合利用土地、缓解城市用地紧张、建设可持续的节约型社会做出有力的贡献,是一项值得推广的策略。而促进屋顶绿化的发展需要完善的政策引导、技术支持和经济支撑,对于我国目前的实际情况来说, 相关政策的缺失已经成为阻滞屋顶绿化发展的瓶颈。所以,借鉴国际社会已经实验成功的有效策略,研究我国的政策环境,提出一套适应我国当今国情的屋顶绿化发展公共策略体系,是一项重要且迫切的任务。本文的研究内容分为三个板块:屋顶绿化是什么?屋顶绿化怎么样?以及从政策的角度出发,研究国际国内屋顶绿化的发展手段和发展方向。首先,本文简单概括了屋顶绿化建设的基础知识和基本条件,探索了屋顶绿化的起源和发展的历程;其次,通过分析屋顶绿化的经济、环境、生态、社会等各方面的效益证明了发展屋项绿化的迫切性和重要性;然后,通过对德、美、日等国际上发展屋顶绿化较好的国家及地方城市的相关政策的研究,总结出不受地域和文化限制的通用发展策略,并与我国现有的规范导则相比较,对比研究我国相关政策规范的缺失;最后,结合对我国特有法律法规的分析和对民间意愿的调查,整合出一套适用于我国国情的屋顶绿化公共发展策略,并根据不同的社会承受载体,提出了相对应的指导方式。关键词:屋顶绿化屋顶花园立体绿化公共政策生态城市西南交通大学硕士研究生学位论文第1I页 Abstract More andmore problems on environment,ecology andeconomy ing withtherapid progress ofthecities greening isworthy ofpromotion;for itCanmake contributions toutilize land synthetically,relieve the burden oflandsupply andbuild a conservation-oriented society thatis roofgreening, supports fromperfectpolicies,technologies and economic , lackofpolicies e ording to our ,it has been allimportant andimperative tasktobuild asystem ofpublicstrategies forroof greening based ontheresearchofbothforeignstrategies anddomesticpolicies.
