西南交通大学硕士学位论文乳山市滨海新区城乡发展研究姓名:姜雪娇申请学位级别:硕士专业:行政管理指导教师:钱志鸿 201111 西南交通大学硕士研究生学位论文第1页摘要党的十六大提出了统筹城乡发展的重大方针,此后党的十七大报告进一步提出统筹城乡发展,推进社会主义新农村建设,建立“以工促农,以城带乡"的长效机制, 形成城乡经济社会一体化发展的战略部署。所谓城乡统筹发展,就是指把城市和农村的发展作为整体统一筹划,既要发挥城市对农村的辐射作用,发挥工业对农业的带动作用,又要发挥农村对城市、工业的促进作用,建立平等和谐的城乡关系,最终实现城乡一体化。近年来,山东省乳山市沿海地区的发展已经具备一定的规模,乳山市的城市化水平得到了很大的提高,在城乡~体化发展的大趋势大背景下,为了进一步扩大城市的影响力,推动城乡协调发展,乳山市确立了打造滨海新区的决策。在建设滨海新区过程中,城市各功能片区的建设与发展将吸引大量投资,拉动新区经济增长,吸引大量人口迁移入住,形成巨大的消费需求,从而新区形成区域的增长极,将会对区域内农村乡镇产生巨大的吸引与带动作用。本文在介绍了乳山市及滨海新区概况的基础上, 首先从空间结构、产业经济、基础设施建设以及生态环境等方面研究乳山市滨海新区的建设对区域内乡村的影响辐射,进而研究并提出相关对策滨海新区区域内乡村在接受影响辐射后,和滨海新区如何整合、融合才能达到城乡统筹发展的要求,实现乳山市滨海新区城乡协调发展。关键词:城乡一体化;乳山市滨海新区;增长极;影响辐射西南交通大学硕士研究生学位论文第1I页 Abstract After thesignificantprinciple ofbalanced urban-ruraldevelopment was put forth on the 6mNational Congress of munist Party ofChina,the report delivered on the 7Ⅲ NationalCongress of munist Party of China furtherproposed the notion ofbalanced urban-ruraldevelopment andthestrategicarrangement ofpromoting socialistnew rural area construction,establishing thelong-term mechanism of“industry nurturing agriculture and citiessupporting thecountryside’’and forming urban and ruralintegration insocialand economic balancedurban-ruraldevelopment denotes thatunder integrated planning ofurbanand ruraldevelopment,emphasis isput on radiating functionof cities tothecountryside,nurturing function ofindustry toagriculture as well aspromoting functionofthecountryside tocitiesandindustry,SO as toestablishanequaland harmonious urbanand ruralrelationship andfinally realizeurbanand ruralintegration.
