系统的技术特点
雨情信息实现了自动采集、传输功能：雨水情采集完全按照水利部《水文情报预报拍报方法》进行自动编报报汛，也可对特殊水情进行手工录入，然后自动上传至水情分中心，脱离了对民用电报业务的依赖关系，能自动在分中心电脑内形成报汛报文文件和测验报文文件。减少了由于发电报中间环节多而容易出现的错误。水文测站也实现了无人置守报汛。
信息传输手段多样化：测站向市地分中心传输报文时，有线 作为主要通信手段，无线通信作为备用信道，实现了有线无线双保险报汛。
信息的自动接收发送功能：通过网络自动接收发送雨水情信息，这些信息是各市、外省、流域机构的报汛电报。
信息的自动处理功能：该系统将收到的信息进行实时自动的处理，将处理后信息分类别形成能够用于防汛抗旱的不同数据表，并能根据需要形成各种雨水情报表，可同时在多台工作站上对水情信息进行检索，也可将水情信息放在网站上供省委、省府、省防办、省水利厅以及其他各有关部门实时检索。
系统的安全性强：当网络内某远程点收、发出现故障时，系统能自动切换到备用信道上。报汛数据存入功能强大的SQL server数据库中，它能管理数据库、备份和恢复数据、管理报警、实现数据复制和数据转换等功能，并可利用动态锁定功能防止用户在查询和更新并发操作时相互间冲突，保障数据的安全。
