在青少年群体中组织开展税收宣传漫画大赛活动，是深入开展税收法制宣传教育，增强普法教育针对性和实效性的重要举措，是第19个税收宣传月的重点项目之一。各学校要以本次大赛为载体，在青少年中普及税收基本知识，帮助青少年认识税收、了解税收，从小树立正确的税收观，争当爱国守法的小公民，争当纳税权利与义务的小宣传员。要通过赛前宣传发动的系列活动和赛后优秀作品的展示利用，向更广范围的青少年群体及其家庭开展税收宣传，在全社会营造良好的税收宣传氛围。
二、加强领导，确保实效
各学校要高度重视，加强领导，密切协作，精心组织，充分发挥学校团队组织的集聚优势，广泛组织动员广大中小学生积极参与到活动中来，组织做好税收宣传漫画作品的创作、选送工作。
三、突出主题，注重引导
要注重加强对美术教师及青少年漫画爱好者的宣传发动工作，采取多项措施鼓励他们开展丰富多彩的相关创作活动，力争在比赛中涌现出一批具有一定艺术表现力的税收宣传漫画作品，展示浦江书画文脉的重要文化品牌。要按照比赛活动的相关要求，加强对作品创作的指导，实现作品表现力与教育性的有机统一。
