It's essential to construct an excellent water environmental administrative system and provide a guarantee of environment protection. In the first part of this paper, the main problems of water environment management were revealed. The second part involves the analysis of the causes of the problem. In the end, some suggestions were given according to those relationships: central government and local government ,government and government, department and department, government and public.
