（三）增量指标的配置额度和方式需要调整的，由市交通行政主管部门会同市发展改革、公安交通、环境保护等相关行政主管部门根据中小客车需求状况和本市道路交通、环境承载能力合理确定，报市政府批准后公布实施。
第五条    市交通行政主管部门负责中小客车总量调控的统筹协调工作，组织实施本办法及中小客车总量调控的政策、措施。
市中小客车指标调控管理机构（以下简称指标管理机构）具体负责受理指标申请、归集与公布资格审核结果、组织指标配置、公布指标配置结果及出具指标证明文件等工作。
市交通行政主管部门具体负责协调税务部门落实本办法规定的管理措施。
市监察部门负责对各相关部门的廉政、效能情况进行监察。 
第二章    指标申请及资格审核 
第六条    单位和个人需要取得本市中小客车指标的，应当按照本办法向指标管理机构提出申请。
第七条    申请增量指标应当按照以下程序进行：
（一）选择指标类型及配置方式，获取申请编码；
（二）审核通过后，确认申请编码为有效编码；
（三）凭有效编码，通过摇号或者竞价取得增量指标。
个人只能选择一种指标类型提出申请并获取1个申请编码。
