摘要: 信用是由人们的社会交往和商品交换而逐渐建立起来的重要行为准则。信用关系既反映不同商品生产者之间的经济利益关系,同时也体现了人们共同社会生活中应该普遍遵守的伦理和行为准则。在市场经济条件下,信用具有特别重要的意义和作用。在我们己经搭起了社会主义市场经济的基本框架,市场经济体系即将建成的时候,经济生活中的信用状况没有随着市场化改革的不断深入而逐步改善,反而日趋全面恶化,严重影响了我国经济的健康发展。因此,从理论上对我国信用问题进行分析是经济学研究不能回避的重大课题。本文借助新制度经济学建立的范畴及其理论框架体系通过对信用制度进行分析揭示我国社会信用缺失的制度原因。最后根据以上的分析,提出经济学为我国信用缺失开出的“政策良方”——制度的改革,具体包括明晰产权、建立信用档案实现信息共享、完善法律制度环境建设和规范政府在信用活动中的行为。
