R&D投入是度量国家研究与开发强度的重要指标。2000年以来中国的研发投入每年增长超过20%,到2007年已经达到3664亿元人民币,%。
Since the year 2000, the average growth of China R&D investment surpassed 20%, and reached billion RMB in 2007, and the R&D/GDP reached %.
其中,基础研究经费占研究开发经费总额的5%左右,比较稳定,保持了与R&D投入同步的增长。

科技论文是衡量一个国家科研产出的重要方式。而其中基础研究的产出目前国际上一般用SCI收录的文章度量。很明显,2000年以后,中国SCI论文增长的速度明显加快,甚至快于基础研究投入的增长。
The growth rate of SCI papers speed up since the year 2000, and it is even faster than the growth rate of basic science research expenditure.
同世界其它国家相比较,中国科技论文增长速度相对较快。中国占世界论文总数的比例也是逐渐增大。2007年,中国SCI论文总数同英国、日本和德国接近。但同时要注意到以篇引用率衡量的论文质量还较低。,排在世界第18位。
The number of SCI papers produced by Chinese scientists paratively growing faster than other major countries. In the year 2007, the number is very closed to UK, Japan and Germany. But we noticed that the quality of the papers, indicated by the citations, which is in average in 2007, was lagged behind, ranked number 18th in the world.

结论 Conclusions:
1、中国研究与开发投入以超过GDP增长的速度增长,其中基础研究经费基本维持在研究与开发经费5%左右,保持相对稳定;
Growth rate of China R&D investment surpassed GDP growth, the basic research expenditure/R&D keeps at 5%;
2、中国基础研究的产出,以SCI收录的论文数量统计,与基础研究的增长基本同步,显示出中国基础研究的产出效果;
