摘要
本文通过对胶南市房产业发展状况的分析以及对相关数据的时间跨度对比,从而认为胶南市房产市场当前存在着商品房价格不断非正常走高和普通民众无力购买的突出问题,而在这之外则是不断增加的商品房闲置量,由此形成鲜明的对比。综合行为经济学思想以及导致市场失灵状态的几点要素的分析以及市场投机活动的研究,在经济学基本假设和相关理论借鉴的基础上,本文得出了胶南市房产市场呈现出泡沫化状态的结论,同时本文认为造成目前的泡沫化状态的原因一方面来自于房产开发者和投机者在地方政府管理不当的前提下进行的投机性开发活动,另一方面来自房产市场本身存在的弊端和市场本身利益攸关方力量博弈的失衡,通过对世界发达国家相关经验政策的借鉴和基于胶南市区域经济本身特点的分析,并在对相关学者理论的借鉴后,本文认为胶南市政府方面应该通过更加严格的商品房开发管理政策进行调控以扭转目前的形势,同时进行税制改革,摆脱单纯依靠行政手段控制市场的计划经济市场管理方式,综合根据本地区经济的基本情况与特点同时积极考虑本地区存在的相关问题进而实行更加透明的房地产开发管理政策和更加合理的税制实施方案促使房产市场更加合理健康有效的发展,满足社会城市化过程中不断增加的住房需求,保持市场的健康稳定。

ABSTRACT
This thesis analyses the development condition and related data of the real estate of Jiaonan City, and makes a conclusion that there are some outstanding problems the in real estate market in Jiaonan is obviously that the current existence mercial housing price is so high and the ordinary people cannot afford to buy them,however,at the same time,an increasing number mercial housing are idle,these have formed a sharp bining the thoughts of behavioural economics and the analysis of some elements which resulted in market failure,together with the research of market speculation and base on the hypothesis and references,this paper draws the conclusion that Jiaonan City’s real estate market presents a bubble author believes that the reasons which led to this e from two aspects,one is from the development activities acted by real estate developers and speculators under improper management of the local government,and the other one is from the malpractice of the real estate market and the imbalances of force game for market.
