恐怖主义是实施者对非武装人员有组织地使用暴力或以暴力相威胁,通过将一定的对象至于恐怖之中,来达到某种目的的行为。
Terrorism is an activity that anized force or the threat of violence to achieve a political purpose. In the past few decades, the use of bombs and explosives have e the main means of intimidation for the international terrorist extremists, till now it’s still one of the favorite intrigue for the criminal.
确实发生的威胁所造成的不便与恐慌有时能充分使一些愤世嫉俗者的报复心理得到滿足,但是也有充足的事例证明有時并非如此。与犯罪分子的谈判能为解决恐吓威胁争取很多机会,或者和犯罪分子谈判协商的过程,可为我们赢得宝贵的时间来采取应付恐怖活动的对策了。
Indeed, the occurrence of the threat and the inconvenience and the panic caused by it can satisfy the vindictive mentality of the cynical, but there are enough examples to prove that it is not always the case. Negotiations with the criminals can create a lot of opportunities for solving the threat or during the negotiation process, we can win valuable time to take countermeasures to deal with the terrorist activities.
