摘要
改革开放二十多年来,交通运输业得到了迅速发展,到目前为止,铁路运输紧张状况有所缓解,公路交通明显改善,民航运输基本适应需求,为我国国民经济和社会发展提供了重要保障。
各种运输方式发展迅速,基本缓解了运输“瓶颈”状况,但发展不够均衡,供需矛盾并未根本解决。这几年公路建设力度加大,呈现超常规发展态势,公路交通得到明显改善。民航发展迅速,旅客周转量和货物周转量每年均以两位数递增,平时上座率和载运率只有60%左右。铁路由于各种原因,发展速度相对缓慢,基本建设投资不到公路的一半,虽然能力紧张状况有所缓解,但由于发展速度跟不上经济发展要求,铁路运能与运量的矛盾仍然存在,在客流高峰时期,铁路供求矛盾更为突出。

ABSTRACT
