山东半岛蓝色经济区综合运输体系推进机制与配套政策分析.doc

摘要

本文着眼于目前山东省正在重点建设的半岛蓝色经济区,具体定位在构建山东半岛蓝色经济区综合运输体系,通过对现有的基础设施运营状况以及配套的政策法规进行分析,发现存在问题,提出具体的解决方案。选择设计这篇论文,既是对自己把所学转化为所用的一大考验也是经过研究分析增进自己对于半岛蓝色经济区的了解。首先分析了蓝色经济区发展规划提出的国际与国内背景,以优势劣势分析法(SWOT)分析了山东半岛地区发展蓝色经济区的优势,劣势,机遇,挑战等方面。全面细致的阐述了山东半岛蓝色经济区规划的内容,从布局,基础设施,产业,推进机制等几个方面进行了论述。之后从山东省省情出发阐述了我省半岛地区发展综合运输体系的必要性以及综合交通运输体系的战略定位。研究了山东省对于建设综合运输体系与之相关的配套政策法规,发现了存在的问题并提出了具体的推进措施,最后提出了自己的建议和对策。通过分析论证得出了关于推进山东半岛蓝色经济区综合运输体系的具体实施办法和应注意的问题。

Abstract

The article focuses on the Blue Economic Zone in Shandong province , And concentrate on the construction of transportation system, this paper based on the present condition and supporting policies ,aimed at discover the existing problems and keep an eye on the solution. The reason why I chose this thesis is contribute my own study to the construction of blue economic zone. At the beginning of the article analysis the international and domestic background of Blue Economic Zone , then analyze the blue economic zone with the SWOT method. From the four elements we can see the Strengths, Weaknesses, Opportunities ,Threats and so on .From the specific condition of Shandong province analyze the blue economic zone planning content, include infrastructure, industry, advance mechanism and so on . Then tell us the necessity of develop prehensive transportation system . By focusing on the related policies and regulations, found the existing problems and puts forward specific measures to slove it , at last this paper tell us the problems we should be careful.
