关于阶梯电价现状与前景的研究

摘要:21世纪以来,全球的电力工业正经历着重大变革,在这些变革中,对居民影响最大的是推行递增式阶梯电价。电力资源作为一种特殊资源,对人民的物质生活水平有明显的影响。我国当前实行的电价政策尚不完善,居民生活用电电价一直处于较低水平,且居民供电成本相对较高。我国目前的电价政策存在较为严重的交叉补贴,这样做既不能有效体现资源价值、无法指导用户合理消费,也无法提供电力工业发展所需的成本资金。本文基于我国居民电价的现实,通过其他国家的具体数据,建立了阶梯电价的简易经济模型,综合分析总结各国的经验并联系我国国情,从济南地区居民生活用电数据进行取样,对阶梯电价分档对居民用电的影响进行了大致测算。分析了阶梯电价政策执行对不同收入家庭用电需求的影响。最后,对我国现行居民阶梯电价的发展前景进行了展望,提出了相关建议。
