摘 要
在中国,农村人口数量大、城乡差距日益扩大是目前的基本国情之一。解决与农村相关的难题,一个重要的路径选择是城镇化。城镇化是社会经济发展的必然趋势,也是社会进步一个重要标志。莘庄镇作为大都市的小城镇,随着上海日新月异的快速发展,其城镇化道路具有一定的代表性和实践意义,对闵行区、上海西南地区产生了积极的影响。因此,选择莘庄镇作为案例,研究城镇化发展的实现路径。
首先,对莘庄镇的城镇化发展进行整体分析。莘庄镇目前已经达到城镇化发展的中期阶段,因此也面临人口倒挂、社会矛盾多发等问题。进一步,基于 SWOT 分析框架,研究了莘庄镇面临的机遇与挑战,具有的优势与劣势。莘庄镇面临的机遇来自于经济全球化和长三角区域一体化,挑战来自于全球金融危机以及日益深入的区域产业转移,具有的优势为地理位置良好、产业历史悠久、空间开发潜力大,具有的劣势为城市建设的矛盾、企业经营成本的上升。在此基础上,分析了莘庄镇城镇化发展中经济、社会层面的现状与问题,并提出相应的对策。
其次,在经济层面,产业结构调整对城镇化发展有着重要的作用,因此研究莘庄镇城镇化发展中的产业结构调整。通过莘庄镇第三产业比重与城镇化率的相关性分析,分析表明莘庄镇产业结构调整有效地推动了城镇化发展。进一步,研究了莘庄镇进行产业结构调整的具体措施。但莘庄镇产业结构调整的过程中,依然面临一些问题,文章提出了相应的政策建议。
最后,分析了莘庄镇城镇化发展中的社会管理。在城镇化进程中,涉及到人口的急剧流动,也必然导致社会矛盾的多发,因此有必要进行社会治理。莘庄镇城镇化发展中的社会治理措施主要有:提升公共服务能力、建立社会风险评估机制、完善社会保障体系、完善基层群众参与社会管理的体制、倡导城乡基层党组织互动。

ABSTRACT
The large rural population amount and the enlarging urban-rural gap are basic national conditions in China. One important path choice to solve this rural issue is urbanization which is the socioeconomic development trend and a symbol of society progress. With the rapid development of Shanghai, Xinzhuang as a town of Shanghai metropolis, its urbanization is representative and has some practical significance, and make a positive effect to Minhang Distirct and southwest area of Shanghai. Therefore, this paper chooses Xinzhuang as the case to study the implementation path of urbanization development.
First, this paper made an overall analysis on the development of urbanization in Xinzhuang Town.
