Abstract
With the current energy crisis and energy security problems, the development of renewable energy has increasingly e the subject in China and the world. The international energy experts predict that by 2100 geothermal use in world energy total value will be 30%-80%. Geothermal resources, as a member of the new energy also gradually e the country's attention. In the 1970s,geothermal development in China is in the spontaneous state; after the 80s,the state science and mission (now the science and technology department) began to include geothermal energy as new energy in various periods of the development of science and technology plan, and make geothermal development anizations in the gradual change; in the 21st century,the use of geothermal energy scale has highest in the world, formed directly for the use of geothermal resources and geothermal power mainly of utilization system. The expansion of the scale of geothermal energy use also produced some problems, such as waste of resources, geothermal resources utilization, management science, etc. Management of geothermal development needs incentive policy, which plete legislation. China had had geothermal resources geology exploration standard, and some provinces and cities have been issued a geothermal management regulations, rules, the development planning, etc. But, as for the nation, policies and regulations are imperfect and lack of overall planning for geothermal development, and the incentive mechanism for geothermal industry is almost blank.
With the reality of our country,this paper aims at the current development of geothermal resources,which lacks of incentive mechanism this problem, using foreign legislation experience for reference to explore the perfect method on our country's law incentive mechanism of geothermal industry, mainly from finance, taxation, capital, financing, price policies.
