中文摘要
伴随互联网的高度发达和网络传播的迅猛发展,网络新闻发言人频频亮相各
地。自 2009 年 7 月,云南、贵州等地地方政府设立网络新闻发言人制度以来,网
络新闻发言人便犹如雨后春笋,大量涌现。网络新闻发言人制度的出现,在及时
引导网络舆论、消除网络谣言、树立公开透明的政府形象方面发挥了重要作用。
然而,网络新闻发言人制度作为一新鲜事物,其自身无论从制度方面还是网络新
闻发言人个人素质方面都存在着一些不足,以致在实际的贯彻执行中常出现舆论
引导不及时、有意遮蔽事实真相等问题。这些不足制约着网络新闻发言人制度作
用的有效发挥。
本文结合国内外学者对新闻发言人制度、网络新闻发言人制度的研究成果,
对我国网络新闻发言人制度的发展概况及目前存在的问题进行分析,并着力分析
出现这些问题的原因,重点探讨完善网络新闻发言人制度的对策。全文共分为五
个部分:第一部分提出研究问题,阐述研究背景、意义,并对研究方法和创新点
进行说明;第二部分对网络新闻发言人制度的概念进行界定,对其产生的背景进
行分析,阐释政府推行网络新闻发言人制度的意义和必要性,并对其发展概况进
行梳理;第三部分指出目前推行的网络新闻发言人制度存在的问题并分析其成因;
第四部分指出完善网络新闻发言人制度的措施,即解决问题;第五部分对全文进
行小结。
本文尝试以新闻传播学、政府管理学等学科有关理论为主要理论基础,以定
性研究为主要研究方法来构建文章体系,采用归纳和演绎相结合、实证和理论相
结合、宏观与微观相结合的方法,既有实例剖析,又有理论分析,力求论点鲜明、
论据充分。

ABSTRACT
With the advanced and that of munication, the spokesman
makes the frequent appearance everywhere. Since July 2009, Yunnan, Guizhou, since
