港口规划环评的研究及应用—以射阳港区规划为例.docx

摘 要
2003年9月1日开始施行的《中华人民共和国环境影响评价法》把国民经济的主要规划纳入了环境影响评价范围,从而确立了战略环境评价(SEA)的法律地位。港口作为城市对外开放的窗口,其在国民经济中的重要性日益凸显,因此,港口规划环境影响评价的开展已成当务之急。
本文以理论研究和实践相结合的方法,在总结国内外战略环评及港口规划环评研究现状的基础上,阐述了港口规划环评的研究意义,并对其理论基础、评价方法等进行了论述。
评价指标体系的建立是港口规划环评的重要内容之一,论文对港口规划环评指标体系的建立原则、建立过程以及相关概念模型进行了阐述,并应用DSR概念模型,初步建立了港口规划环评的一般指标体系。指标体系分为重点指标和相关指标, 前者是指标体系的主要内容,但后者的作用亦不可忽略。
最后,将研究成果应用于《射阳港区总体规划》环境影响评价当中。根据射阳港区临近盐城沿海湿地珍禽国家级自然保护区这一特殊情况,建立了有针对性的评价指标体系,通过实践得出以下结论:①综合、全面的评价指标体系的建立是港口规划环评的核心要素,也是港口规划环评有序、有效开展的前提。②环境敏感区受到的影响是多方面、累积性的,应协同其它区域开发活动,加强对自然保护区和沿海生态环境的保护。③港口规划环评的不确定性影响评价结论的准确性,应及时把握相关信息,最大限度降低不确定性。关键词:港口规划环境影响评价;指标体系;射阳港区;盐城沿海湿地珍禽国家级自然保护区
The research and application of port planning EIA
——A Case Study of Sheyang port planning
Abstract
The Law of the PRC on Environmental Impact Assessment(EIA), which went into effect at September 1,2003,put the major national economic planning into the scope of EIA. And the juristic status of Strategic Environmental Assessment(SEA)was established since then. For the significant role of port development in China’s export-oriented national economy, the EIA of port planning is ing very urgent.
With bination of related theories and practices, the status quo of SEA and port planning EIA at home and abroad are summarized. The importance、basic
theories and assessing methods of port planning EIA research are discussed.
The establishment of assessing index system is one of the important parts of port planning EIA. piling principles、process and concerning conceptual model are analyzed. DSR(driving force-state-response)model is applied to establish a draft
index system for port planning EIA. The index system consists of two parts: key indexes and correlated ones, two parts are interconnected.
At last, the above research results are put into the EIA practice of 《
