高等学校对口支援互动双赢机制分析——以北京大学对口支援石河子大学为例.docx

摘 要
由于历史与现实的原因,我国东西部地区间经济社会发展不平衡。地区间发展不平衡同样也体现在高等教育领域,西部高等教育严重滞后于东中部地区。伴随着西部大开发,教育部于 2001 年 6 月启动了“对口支援西部地区高等学校计划”,十年来,在教育部的积极推动下,在西部地区政府和教育行政部门的精心组织下,在支援高校和受援高校的共同努力下,对口支援西部高校工作在推进高等教育协调发展,提升西部地区高校办学质量,为西部地区培养人才等方面取得了显著成效。
本文以“解剖一只麻雀”的方式对对口支援西部地区高等学校计划进行深入研究。以北京大学对口支援石河子大学为案例,以对口支援西部地区高等学校计划为支点,以对口支援十周年为时间节点,在梳理总结以往经验教训的基础上,借鉴大学战略联盟的理论和成功经验,探索和构建对口支援互动双赢的可持续发展机制。
本研究认为,支援和受援高校形成互动双赢的良性机制是对口支援工作可持续开展的内在逻辑,能够产生政策等外力干预所不具有的内生动力。高校对口支援具有形成互动双赢机制的良好基础,如教育主管部门有力的支撑,高等学校对口支援十年的良好基础,支援和受援高校的内在动力,以及西部地区地缘资源优势和东西部高校深度合作的宽广空间等。支援和受援高校应结成紧密的战略联盟,构建目标联动的导向机制、合作共赢的动力机制、团队协同的实施机制、内外补充的保障机制,整合东西部高校的优势资源,最大限度地发挥支援与合作的效益,实现双方高校各自利益的最大化,共同促进西部地区高等教育跨越式发展。
本文通过理论与实践相结合的研究,探索高校对口支援互动双赢的内在机制,以期为新疆乃至全国高等教育对口支援提供理论和实践上的支持和借鉴。

Abstract
There is an imbalance of development of economic and social modernization between the eastern and western regions for the reason of history and reality. Region imbalance also emerges in the area of higher education, which results in its slower development than that in eastern parts. Following with the Western Development program, the Ministry of Education started a plan named “one-to-one assistance the colleges in western region plan” in June 2001. During the past ten years, for the active promotion of the Ministry of Education, under the anization of the western region government and educational administrative departments in support of college counterpart support and joint efforts of the recipient universities, the western university work and made remarkable achievements in promoting the coordinated development of higher education, to enhance the quality of Higher Education of the western region, and personnel training for the western region.
