摘 要
为有效改善高校体育资源不科学利用的现状、满足人民群众的健身需求、充分利用体育资源,推动全民健身的发展,高校应与社会实施体育资源的共享。通过高校硬件体育资源与社会共享,可使市民大众与高校学生的体育锻炼需求得到满足;通过高校与社会软件资源的共享,可令锻炼者的健身更趋科学与合理,同时,能够改善高校体育资源运转情况,弥补高校与社会体育资源种类缺乏的缺陷,使得锻炼者的锻炼形式更加多样化,丰富高校学生的课程内容。
本文采用文献资料法、逻辑分析法、访谈法等研究方法,对江苏省泰州市的体育资源(其中包括高校、社区、机关与企事业单位、经营性运动场馆等)、群众体育意识及高校与社会体育资源共享现状进行了调查分析。
本文的研究结果表明:泰州市高校与社会体育资源共享的现状并不理想,特别是硬件资源的共享方面,使得群众体育的发展受到了很大的限制。其主要原因是:在目前的体制条件下,高校与社会体育资源共享还存在着管理等方面的难点,例如:高校内部安全问题、对正常教学的影响、对学生课余体育活动的影响、场地器材的损耗、高校确定的开放时间对健身人群的影响、教师及管理人员工作量的增加等。由此,本文提出的解决途径是:高校与社会共建管理机构制定管理机制,并适当实行低偿开放原则。

Abstract
To improve the current situation that sports resources are not properly used, meet people’s need of health, make full use of sports resources and promote the development of physical exercise among the people, colleges should share resources with the society. By sharing the hardware of sports resources with the society, of citizens’ and college students’ need of physical exercise can be met; By sharing the software of sports resources with the society, we can make physical exercise more scientific and reasonable. Meanwhile, we can improve PE resources and its functioning, make up for the lack of physical resources in colleges and the society, bring more forms of physical exercise and enrich curriculum of college students.
In this paper, reference, logical analysis, interviews and other research methods are put into use. Sports resources of Taizhou, Jiangsu (including colleges, communities, enterprises and sports stadiums), public sports awareness and the current situation of sharing sports resources between colleges and the society are investigated and analyzed.
