The tendering and bidding process 】 construction projects
1、为使建筑安装(市政、房地产、装饰装修)工程招标、投标行为符合法律、法规要求,体现公开、公平、公正原则,保证建筑工程质量,杜绝建筑领域不正当竞争和商业***行为,制定本程序。
2、在本县范围内投资额在50万元以上的建筑项目,实行公开招标或邀请招标,50万元以下的建设项目实行议标。
招标范围包括:利用财政拨款、国内外贷款、援助项目和关系社会公共利益、涉及公众安全的建筑项目;与工程建筑项目相关的勘察、设计、施工、监理以及与工程建筑有关的重要设备、材料等采购。
3、建筑工程公开招标、邀请招标或议标,须在建筑施工图纸通过专业机构审查和节能审查上网后,取得建筑工程规划许可后进行。
4、建筑招标形式
公开招标,委托的招标公司通过新闻、专业媒体公开发布招标公告;
邀请招标,向有承担该项工程施工能力的3个以上(含3个)企业发出招标邀请书;
