东道国制度因素对中国对外直接投资区位选择的影响研究
摘 要
自“走出去战略”实施以来,我国加入到对外直接投资(简称0FDI)的浪潮中的企业日益增多,中国对外直接投资问题的研究也受到了国内外学者的关注。但目前主流的理论都主要是以发达国家的跨国公司为研究对象,对中国对外直接投资的解释力比较有限。本文在吸收国内外研究的基础上,把重点放在东道国的制度因素对我国企业OFDI区位选择的影响上,但与多数研究不同的是,本文又结合投资动机进一步考察了制度因素的约束作用,希望能为我国企业“走出去”的区位选择提供一些参考建议。
本文首先在梳理现有研究成果的基础上进行了理论分析,并提出相关假设。然后,又借助图表对中国0FDI区位分布的现状进行分析,总结其显著的特征与存在的突出问题。接下来, 69个东道国为研究对象,运用Heckman两阶段模型,从母国投资动机和东道国制度环境的双重角度,对比分析中国在发达国家和发展中国家之间区位选择和分布的差异,对第二章的理论假设进行验证。结果发现:(1)不论是在发达东道国还是在发展中东道国,中国OFDI均有市场寻求动机和资源寻求动机,但只在发达国家才有明显的战略资产寻求动机;(2)发展中国家的制度环境与中国OFDI的投资意愿负相关,而在发达国家,其良好的制度环境对中国OFDI具有明显的促进作用; (3)中国与发达东道国间的制度距离正向影响其0FDI的投资选择和规模,中国与发展中东道国间的规范制度距离与其OFDI投资选择负相关,但双边管制制度距离与之正相关;(4)在制度环境优越的发达东道国,市场、自然资源、战略资产寻求型中国OFDI与制度环境正相关,而在制度环境较差的发展中经济体,中国企业寻求市场和自然资源的动机与制度环境负相关,即这两类投资偏好制度更差的国家。最后本文根据理论分析与实证检验的结果,分别从企业和政府两方面对中国海外直接投资的区位选择提出政策建议。
