摘 要
电信本地计费帐务系统是支撑电信企业运行的重要技术手段,是面向用户服务的综合性支撑系统。对电信本地计费帐务系统的开发,不仅提升电信企业财务管理水平、企业信息化水平,而且为电信企业领导快速了解企业经营状况,制定快速合理的决策,提供了决策依据。因此,对电信本地计费帐务系统的开发具有实际意义。
论文以地市级电信公司计费帐务系统项目为背景,借助现代项目管理的基本理论和方法,从电信软件系统项目的计划与实施管理角度,结合业界对通信系统集成项目的研究,重点分析了电信本地计费帐务系统项目实施过程中进度管理、质量管理等方面存在的各种风险问题,并针对项目实施过程中存在的风险问题, 提出了相应的风险对策。
论文将理论与实践相结合,针对具体项目解决电信企业信息化系统建设中存在的共性问题,为同类信息化项目缩短工期、提高项目质量、节约项目成本、培养相关人员,提供了参考和借鉴。
ABSTRACT
local billing accounting system is the important technical mean to support the operation of enterprises and is prehensive support system of user development of teleeom local billing account system not only enhances enterprise financial management level,enterprise informatization level but also provides the basis for for teleeom enterprise leaders to understand the situation of enterprises and make quick reasonable decisions.
Therefore the development of local billing accounting system is very significant.
In this thesis,by means of the basic theory and methods of modem project
management,we take a branch billing accounting system project as a background from the plan and implement management perspective of software system ,Base on the research of munication system integration project,we analyze various risk that exist in the process of project implementation schedule management,quality management,and other areas of the local billing accounting we propose the corresponding risk
countermeasures for the risk problems of the proj ect implementation.
According to specific proj ects,bine the theory with practice to solve mon existing problems in the construction of enterprise information system,which provides reference for shortening the construction period of similar informatization projects,improves the quality ofprojects,saveg the project cost and
trains related personnel.

近年来,国内电信市场竞争日益激烈,竞争态势已发生了很大变化,特别是随着电信运营商的重组和3G牌照的发放,中国电信集团进入了移动业务领域
