Content abstract: social synergy has e the core content of innovative social management mechanism, through the excavation of the association, looking for the governance of public affairs. However, there are potential risks and limitations in the process of management practice because of the local sources of collaborative governance, the existence of institutional absorption and the Democratic stock requirements of synergy. This paper argues that we should attach importance to the adjustment of participatory governance and the rehearsal value of cooperative governance, and make clear its transitional role orientation, so as to effectively grasp the development venation of social governance.
