1。 专利是什么
--政府和发明人就其发明达成的契约
“A patent is a set of exclusive rights granted by a state to an inventor or his assignee for a limited period of time in exchange for a disclosure of an invention.”
世界第一个专利概念出现于公元前500年, in the Greek city of Sybaris (located in what is now southern Italy);
世界史载第一个专利:Florentine architect Filippo Brunelleschi received a 3 year patent for a barge with hoisting gear in 1421;
世界现代第一个专利法于公元1474年由维尼斯共和国制定;
美国1776年立国;1790年制定专利法,建立专利制度;当年7月31日颁发第一个专利(to Samuel Hopkins of Vermont)
专利是“负权”:A patent is not a right to practice or use the invention. Rather, a patent provides the right to exclude others from making, using, selling, offering for sale, or importing the patented invention for the term of the patent, which is usually 20 years from the filing date subject to the payment of maintenance fees.

1。 大量专利申请积压
截至2008年底,共有1,208,076 patent applications pending at the Patent Office;
历史积累,越积越多:At the end of 1997, the number of pending applications pending was 275,295. Therefore, over these 11 years there has been a 439% increase in the number of pending applications;
