摘要
目前,一些政府机关内部管理混乱、工作效率低下、不作为、乱作为等现象
较为突出,严重影响了政府在人民群众中的形象。本课题通过深入走访部分政府
机关及相关技术人员,征求他们对实施精细化管理、建立精细化管理系统的需求
和建议。在此基础上,从现实需求、技术需求、性能需求和技术可行性、操作可
行性、经济可行性等方面进行研究分析,确定采用 B/S 和 C/S 相结合的方式,利
用 编程技术和 SQL Server 2005 数据库技术,设计开发一套政府精细化
管理软件系统,实现准确及时的数据汇总,为政府机关和领导提供分析决策的网
络化综合业务管理系统平台,实现政府机关内部管理程序化、规范化、步骤化。
本课题以检察机关为例,选择日常考勤管理系统和业务监督管理系统进行设
计、开发和测试。对日常考勤管理系统中系统管理、考勤统计管理、工作情况记
录三个功能模块组,业务监督管理系统中审判监督、民事行政监督、侦查监督、
执行监督、内部监督五个功能模块组的具体功能进行详细规划,对数据概念模型
和数据库表进行详细设计,对各个主要子系统的界面设计与实现给予展示。本系
统已经直接安装在承德市人民检察院内网上,通过多轮“操作使用-改进完善”,
认为系统达到了当初设计的要求,具有操作简便、对硬件要求低、运行维护成本
低等特点,对于提高政府机关工作效率、提升机关内部管理水平具有重要作用,
能够满足检察机关日常办公、日常考勤的需要,具有较强推广应用价值。

ABSTRACT
At present, the phenomena of managing turmoil, low working efficiency,
nonfeasance and administrative chaos in the government are more prominent, which
seriously affected the government's image among the masses. We have collected, for
this project, lots of requirements and mendations on the implementation of fine
management through in-depth interviewing some ans and the relevant
technical staff. On this basis, this project studies from the perspective of practical
needs, technical requirements, performance requirements and technical
feasibility, operation feasibility and economic feasibility. This project aims to device a
set of government management software system via applying bination
of B/S and C/S, as well as using programming technology and SQL Server
2005 database technology. The software system designed in this project will provide
ans and leaders with worked integrated management system
platform for analyzing and making decisions. The software system is capable of
achieving accurate and timely data collection, so as to realize standardization
in internal management procedures for government.
This project, taking an as an example, designs, develops and tests
the daily attendance management system and administration of business systems. It has
