上海化学工业区推进产业集聚的策略研究

摘要

化学工业是国民经济的基础产业之一,农业、能源工业、机械工
业、纺织工业等许多行业都要由它来提供基础原材料和配套产品。近
年来,全球化工产业出现了区域集聚化、经营集约化、上下游一体化
的发展趋势。伴随着我国国民经济的持续、快速发展,我国化工产业
进入了新一轮的快速发展期。上海市政府把发展先进制造业作为上海
建设经济、金融、贸易和航运“四个中心”的重要战略之一,把化工
产业作为工业发展的重点产业之一,并把上海化学工业区列为上海的
六大产业基地之一。
与其他产业相比,化工产业具有产业关联度强的明显特征。上海
化学工业区始终强调区域规划和产业布局的合理性,以及相关产业的
关联度。自 2001 年启动建设以来,上海化工区已经吸引了众多国内
外著名的化工企业及配套企业在此云集,总投资额超过 90 亿美元。
产业集聚为上海化工区赢得了先发优势,在新形势下,如何进一步推
进产业集聚对上海化工区未来的发展至关重要。
本文主要研究新时期上海化学工业区推进产业集聚的策略。论文
介绍了产业集聚的概念及相关理论,分析了我国化工产业推进产业集
聚的现状;剖析了上海化学工业区推进产业集聚具有的区位优势、管
理优势、产业优势、资本优势、国际化优势等五大优势,以及面临的
区域竞争压力、商务成本压力、基地竞争压力、产业整合压力等四个

主要的制约因素;在此基础上提出了上海化学工业区推进产业集聚的
目标和原则,以及应采取的具体策略,例如:区域互动、空间集中、
产业集聚、政策聚集等。这些研究将为上海化学工业区真正发展成为
承载世界跨国化工企业投资性转移和台,以及承载黄浦江沿线炼化企业扩产和转移的战略平台提
供参考。

OF INDUSTRY CENTRALIZATION
IN SHANGHAI CHEMICAL INDUSTRY PARK


ABSTRACT


Chemical industry is one of the fundamental industry in domestic
economy providing basic raw materials and relevant products for many
fields such as agriculture, energy industry, mechanical industry, textile
and etc. In recent years, there is a global trend of industrial regional
centralization, production intensity and integration of up and
down-stream chemical industries. With the fast and sustainable
development in Chinese domestic economy, Chinese chemical industry
has entered a new phase of fast growth. The Shanghai Municipal
Government has set the advanced manufacturing industry as one of the
most important development strategies to constructing the Four Centres
of China namely the Economic Centre, the Financial Centre, the Trading
Centre and the Shipping Centre. The chemical industry is regarded as
one of the pillar industries in Shanghai and SCIP is listed in the six
production bases of Shanghai.
