摘要

上海目前已在轨道交通防恐硬件投入、技术更新方面作了大量研究,但防恐
目标的实现不应仅仅在于技术建设方面。防恐所针对目标极为泛化,范围广而难
以找到防备的焦点。而防恐保护的则是广大市民。单单依靠增大硬件投放、技术
改造及人员投入并不能实现防恐诉求的目标。一味增加硬件投入、扩大基础建设
而体制更新未同步跟上将不利于防恐体系的完善。本文提出防恐协调体制研究可
以充分利用和整合已有现有资源、在较短的时间里提高防恐水平并取得实际效
果。本文从轨道交通行业管理企业的角度,对企业、政府和社会三者关系分析并
得出防恐是一项系统工程,必须依托政府以实现政府主导、企业配合的观点。提
出在软课题方面深化、在协调体制上展开充分探讨,以更加完善轨道交通防恐体
系。这为上海针对国际化发展而带来的日益严重的轨道交通行业公共危机威胁的
事前预防、事中协调及事后处理解决做出深化研究,并将研究结论在实际建设全
过程中予以检验论证。

ABSTRACT

Many researches had been made in the area of anti-terrors. Such as
the hardware investment and technique update method in Shanghai rail
transit. But it seems far from enough to fulfill the anti-terrors
destination only through these means. The most important guard object is
the civilian of Shanghai and the targets which anti-terrors confront are
wide and extensive, so it’s hard to find the defense focus. It’s not
enough to fulfill the anti-terrors aim only by means of enlarging the
hardware investment, technique update and putting more human involved in
it.
The article analyzed the connection of the government, enterprise and
the public. Through the process of investigation and parison
between the East and West, the author got the conclusion that the work
of anti-terrors is a systemic project that all of the government,
enterprise and the public should dedicate themselves in. The article
also presented that in order to strengthen the terrorism-proof level,
it’s important to deepen the “soft” research and make more study in
the aspect of terrorism-proof coordination mechanism.
