摘要
我国高等教育愈来愈普遍化、大众化,随着高等教育的不断变化,其过程中也出现了许多棘手的问题,同时会影响高等教育的质量。现如今,高等教育社会问责制是中国高等教育制度改革的热门话题,进行社会问责是问责制发展的有效形式,制定和实施高等教育社会问责制是提高高等教育质量的必要阶梯,是保证在校学生充分使用校园和教育资源的重要保证。高等教育社会问责主要是以社会为主体对高等教育进行问责,从而达到提高高等教育质量的目的。
本文结合中国高等教育的内涵、特点以及意义,基于调查问卷中的数据结果,分析中国高等教育质量的现状,并找出比较突出的几点问题:第一,社会各阶层人士对高等教育社会问责制的使用意识淡薄;第二,社会问责制在高等教育质量的监督方面出现漏洞;第三,高等教育中的社会问责制体系实施力度不到位等等。并由此提出合理化建议与路径:首先应健全高等教育社会问责制的相关法律制度;其次应加强新闻媒体、舆论的监督,再次应多角度实施社会问责制;最后公众的态度要由冷漠对待转变为积极参与。

ABSTRACT
China's higher education is increasingly generalization and the changing of higher education,in the process of the changing,also appeared many difficult problems,at the same time,it will affect the quality of higher , higher education is a hot topic of social accountability system reform of Chinese higher education,social accountability is an effective form of the development of accountability system, the formulation and implementation of social accountability of higher education is a necessary step to improve the quality of higher education,it is an important guarantee to make full use of the resources of campus and educational for order to achieve the purpose of improving the quality of higher education,higher education social accountability is hold the society as the main body to account.
This paper bine the connotation, characteristics and significance of Chinese higher education,the questionnaire as the main form,based on the the data from the questionnaire results to ana-lyse,and then to ana-lyse the current situation of Chinese higher education quality,and find out some prominent problems: the sectors of society to higher education social accountability using is consciousness; is a loopholes where social accountability in the supervision of the quality of hi
