摘要
区域创新能力是地区经济获取竞争优势的次定因素之一。构建区域刨新体系,是提高区域创新能力的根本保证。因此,它已经成为促进区域发展的关键和地方科技管理部门的首要任务。但是,中国关于区域创新体系的研究在创新理论研究中还是一个薄弱的环节。因此,研究它具有重要的理论意义和实际价值。
文章首先对区域剑瓤理论迸行了较为详细的阐述。在此基础匕作者以科技部第一批区域拄术创新工程示范城市之~、运行机制、制度供给等进行了系统的实证研究,得出了如下基本结论:
区域刨新过程是多种要素竞争台作的结果,利益机制是最根本的动力。在区域创新体系中, 企业是创新的核心,高校院所是创新的源泉,科技中介机构是重要的纽威部分,制度创新是根本的保障。一个完善的区域创新体系必须符合该区域的特点。具有商效率的创新动力源。当区域的自有剖新缒力有限时,吸收其它区域的创新能力格外重要。产学研结合是最有效的一种合作形式。
地方政府在区域创新体系建设、区域创新政策设计执行、区域创新环境营造、培育优势产业等方面起着其它要素不可替代的作用。
最后,作者提出了加快东营市区域刨新体系建设的发展战略与对策建议。文章对中国各地区开展区域创新体系研究和建设具有一定的指导作用和借鉴意义。

Regional innovation ability is one ofthe decisive factors that the economy ofthe region obtains petitive up regional innovation system is a basic assurallce that raises the innovation ability in the region,SO it has already e the key promoting the regional development and the principal mission of the manage department in science and technology in this the research of the regional innovation system in OUF country is a weak link in the innovation theories researching it has very important theoretical significance and practical value.
In this paper,the innovation theories of OUt country is elaborated,anizing structure,the circulating mechanism and the system supply ofregional innovation system construction are proved and researched by taking Dongying city in Shandnng province as 811 example,which is one of the first regional technique innovation engineering demonstration cities of the science and technology we Call draw the following basic conclusions:
