Abstract
Whether in the developed or developing countries,SMEs are the foundation of
national thirty years of reform and opening up,in the guidance of a
series of supportive policies issued by the party and the country,the development of
SMEs which occupy 99% of nationalwide enterprises is remarkable,has e an
important force for economic and social development,an important manifestation in
an active market,an important basis for the development of large enterprises,an
important manifestation of economic vitality,and play an important role in prospering
economy,increasing employment rate and promoting the development
environment for SMEs is ing more and plex,some long-term world
problemswhichrestrict the development of SMEs ,such as financing difficulties,talent
shortage,are still not been fundamentally in this profound
innovation of economic development mode,majority of SMEs are facing with raw
materials shortage,land and labor cost so many predictable and
unpredictable risks and challenges,how to help SMEs achieve healthy and orderly
achievement,has e a major and urgent issue which deciding whether the
“twelfth five year plan”could implement smoothly.
