摘要
建立健全养老保险制度是现代国家维持社会稳定与和谐发展的重要基石。目前,世界各国掀起了一股改革养老保险制度的潮流,改革的一个重要方向就是要努力扩大养老保障的覆盖面,实现养老保险制度的全民覆盖。目前,世界上一些发达国家已经建立了面向全体国民的养老保险制度,如日本、英国、奥地利、瑞典等国家。在这些国家,所有国民只要达到法定退休年龄就有资格享受法定的养老金,真正实现了人人“老有所养”的目标,这些国家为我国建立全民化的养老保险制度提供了借鉴经验。

On the development and reform of the pension insurance --- based on the pre-and post-reform thinking
ABSTRACT
To set up and improve the social endowment insurance is the important base of modern country, which can influence the harmony of the society. Current, endowment insurance system reform is sweeping over the word. One important aspect of the reform is to extend the endowment insurance coverage and try to carry out all people coverage. Nowadays, some advanced countries have established endowment insurance which includes all the citizens, such as Japan, England, Austria and Sweden. In these countries, every plain citizen can get treatment of endowment insurance when he reaches legal and emeritus age. We can use the experience of those countries when we explore the whole coverage of social endowment insurance, because they have truly fulfilled the foal of providing the elderly with a sense of security.
