遂宁市新农保制度运行问题分析
摘要:我国改革开放36年来,经济发展取得了显著成效,因而我国越来越重视社会保障体系建设,而养老保险是我国社会保障体系的重要组成部分,也是重要基石,尽管我国养老保险经历了多次改革,但由于农村人口众多特别是收入水平不高,自2009年实施新型农村养老保险制度(简称“新农保制度”)以来,暴露出许多问题,必须下大力所认真加以解决。本文以遂宁市新农保制度运行问题为研究对象,首先分析了遂宁市新农保制度运行情况,然后对遂宁市新农保制度运行过程中存在的主要问题以及问题产生的原因进行了梳理和分析;最后就如何优化遂宁市新农保制度提出解决对策。

Abstract: China's 36 years of reform and opening up, economic development has made remarkable achievements, thus our country pays more and more attention to the construction of social security system, pension insurance is an important part of our social security system, is also important cornerstone, although the endowment insurance in our country has experienced several reforms, but because the rural population in particular e level is not high, the implementation of new rural endowment insurance system since 2009 (referred to as the "new agricultural insurance system") since, exposed many problems, must be carefully solved. Based on the new agricultural security Suining city operation problem of system as the object of study, the first analysis of the new agricultural insurance system operation situation of Suining City, and to cause new agricultural security Suining city the main problems in the running process of the system and the problem sorted out and analyzed; finally insurance system put forward Countermeasures on how to optimize the new agriculture in Suining city.
