讨论文稿教育部人文社会科学重点研究基地 Key Research Institute of Humanities and Social Sciences in Universities 产业组织与企业组织研究中心 Center for Industrial and anization 煤矿安全规制的经济效应:对工人及企业行为影响的实证分析 Economical Effects of Coal Mine Safety Regulation: An Empirical Study of Their Impacts on Workers and Enterprises’ Behaviors 肖兴志韩超东北财经大学产业组织与企业组织研究中心 XIAO Xingzhi HAN Chao Center for Industrial & anization of Dongbei University of Finance &Economics 【内容提要】本文首先构造了煤矿安全规制与工人及企业行为的模型,分析了企业在安全产品与市场化产品间权衡的逻辑,并揭示了安全规制对产业生产效率的抑制效应。本文提出并定义了“主导的道德风险”与“部分的道德风险”概念,在此基础上,本文实证检验了中国煤矿安全规制对工人及企业行为的影响。结果表明,中国煤矿安全规制确实降低了煤矿生产效率,与理论推理命题一致,煤矿安全规制中存在明显的“部分道德风险”问题,应当引起有关各方的注意。最后对本文做了总结并进一步延伸。【关键词】煤矿安全规制,规制效果,逆向行为,2SLS Abstract: In this paper, models on responses of workers and enterprises to regulations are constructed firstly, through which, trade-offs between products and safety is analyzed, and inhibitory effect of safety regulations on industry productivity is revealed. Then, we put forward and define concepts of ;dominant- moral hazard” and ;partial-moral hazard; ,based on which, an empirical test on workers' and enterprises' responses to China's coal mine safety regulations is established. Empirical results show that China's coal mine safety regulations reduces the productivity of coal mine industry, being consistent with the theoretical reasoning proposition. Also, we find that there is ;partial- moral hazard; in China's coal mine industry re
gulations ,and should arouse the attention of the parties concerned. In the end,we further analyze and explore the results of this research . Key Words: Coal mine safety regulations, regulation effectiveness, reverse behavior, 2SLS Discussion Papers
煤矿安全规制的经济效应:对工人及企业行为影响的实证分析肖兴志韩超一、问题的提出三十年来,中国实现了高速的经济增长,取得了令世人瞩目的成就,但是,我们也应当清醒地意识到我们为此付出了什么?我们不得不面对环境的日趋恶化,不得不面对食品安全事故此起彼伏。更令人揪心的是,我们要不得不面对一起起煤矿事故,一串串耸人的煤矿死亡数据。2007年,中国煤矿事故死亡达3786人,,进入2009年以来,山西屯兰“”特大煤矿安全事故又一次吞噬了74名煤矿工人的鲜活生命,煤矿事故频发已经是中国经济社会发展过程不容回避的
