绩效评估最初应用于企业,使得企业成本得以降低,企业效率大幅度提高。后来,
随着西方“政府再造”运动的不断发展,私人部门绩效评估的理念、方法、技术被逐渐
引入政府机构,提高了政府服务能力,削减了政府管理成本,改善了政府与公民之间的
关系,成为政府改革的重要工具。西方国家开展政府绩效评估已有七八十年的历史,积
累了丰富的经验,形成了相对成熟的理论体系和评估方法。 
改革开放后,我国政府开展了多次行政管理体制改革,在更新服务理念、转变政府
职能、调整政府结构的同时,也积极地借鉴西方国家绩效评估方法和工具,根据地方具
体情况,优化、创新政府管理。但我们也看到,目前我国政府绩效管理在理论研究层面
较为混乱,缺乏系统性研究,在实践层面盲目跟风现象仍然存在,规范化程度不够。 
文章以 Y 市政府为例,对其政府绩效评估体系进行了深入的分析,通过一系列分析
指出其问题所在。接着详细介绍了西方发达国家政府绩效评估的成功经验,并针对我国
政府绩效评估中普遍存在的问题,提出了相应的建议对策。文章首先在导论中提出了政
府绩效评估研究的问题、研究意义、国内外研究现状及研究方法,随后引入政府绩效评
估及相关理论,介绍了相关概念的内涵,分析了政府绩效评估的理论基础,并进一步提
出了开展政府绩效评估的意义。然后,分析了我国地方政府绩效评估的发展及现状,详
细介绍了 Y 市的基本情况及其政府绩效评估系统,并在此基础上指出问题所在。文中介
绍了发达国家开展政府绩效评估的背景,并详细介绍了美国绩效评估的经验,指出其借
鉴意义。最后,本文在借鉴国外先进经验的基础上提出了进一步完善我国政府绩效评估
体系的相关对策。

Performance evaluation can panies’ cost price and greatly increase their
efficiency when it is originally used panies. The conceptions and methods of private
sector performance evaluation are introduced in the government gradually with the
development of Government reengineering, then it enhance the abilities of government,
reduce government cost and improve relations with the public. It plays an important role in
reform the government. It has been about eighty years since western countries introduced
performance evaluation; they have accumulated more experience and have formed a more
mature system of theory and practice.
China’s government has carried out some administrative system reformation after the
reform and opening up. We have renewed the service idea, transformed the government
functions, fasten the adjustment of government structure and innovate government
management by using the experience of other countries for reference. However, China’s
theoretical investigation is confused being lack of systematic research and practical
experiences.
