中小企业在我国经济发展中起着不可或缺的作用,然而融资难一直以来都是其发展的瓶颈。温州因其特有的民营经济模式,使得中小企业的发展很大程度上依赖民间借贷。然而,由民间借贷引起的事故频频发生,当地中小企业融资状况也不容乐观。本文通过民间借贷这一现象,以温州地区为缩影,通过收集、分析有关当地民间借贷现状、中小企业融资的文献资料,得出当地中小企业融资难是与外部融资环境不完善、企业自身融资能力弱等原因密切相关的,并据此提出在政府的政策支持、金融机构的相关贷款服务支持、企业自身的改革创新三重保障下能够更好地解决当地中小企业融资难的问题。

Title Small and Medium-sized Enterprises Financing Problems Under the Phenomenon of Private Lending——A Case Study of Wenzhou Area
Abstract
Small and Medium-sized Enterprise(SME) play an indispensable role in China’s economic development, however, difficulties in financing has always been the bottleneck of its development. Due to its private economic model, Wenzhou’s SME rely heavily on private lending. However, the frequent occurrence of accidents caused by private lending make its local SME financing situation so negative. In this paper, I regarded the phenomenon of private lending in Wenzhou area as a microcosm. I make a conclusion that local financing problems of SME is caused by both the imperfect external financing environment and the weak financing capacity of the enterprise itself through collecting and analyzing SME financing documents. And I put forward the notion that only by the triple protection of government’s policy support, financial institutions loan services support and the enterprise's own reform and innovation will it solve local financing problems of SME.

1 引言
改革开放以来,我国经济开始步入高速发展的时期。近十年,国内生产总值更是以每年9%左右的增长水平取得了令人瞩目的成就。这其中,中小企业起着不可或缺的作用。根据国家工商总局公布的数据:截至2011年底,全国约有4000多万的中小企业(包括个体户),登记注册的中小企业数量占登记企业总数的90%以上,正是这些中小企业创造的最终产品和服务价值相当于国内生产总值的60%左右,缴税额为国家税收总额的50%左右,提供了近80%的城镇就业岗位。中小企业作为我国经济发展的重要推动力,在融资方面却始终处于弱势地位,钱荒一直以来都是困扰中小企业发展的瓶颈。温州,作为改革开放的前沿阵地以及中国民营经济发展的先驱者,曾创造一个又一个的经济奇迹。目前,30多万家个体经营企业为
