摘要
随着我国加快实现工业化、城镇化、信息化进程,固定资产投资在经济社会发
展中所占比重增大。建筑业作为完成固定资产投资的执行者,进入快速发展时期。
这一时期的工程建设规模较大,投资重点集中在铁路、高速公路等交通设施和能源、
环保、水利水电、房地产等基础设施建设领域。面对这种以“高、大、新、重”为
特点的投资形势,作为综合性建筑施工企业,中铁二十三局七公司的内外部环境发
生了重大而深刻的变化,需要及时调整、完善发展战略,保证企业持续、健康、稳
定的成长。
本文以企业战略理论为基础,综合运用了管理学、经济学、市场营销、人力资
源管理和战略管理等相关理论和方法,重点使用战略管理的相关工具和模型,对公
司外部环境与内部条件进行分析,确定了中铁二十三局七公司的总体战略、战略目
标及战略模式,并提出了战略实施的重点。
通过战略方案匹配分析,中铁二十三局七公司的总体战略应确定为:坚持以建
筑业为支柱,实施增长性战略,实行相关多元化和后向一体化,区域市场相对聚集,
以低成本和差异化为竞争手段,进一步扩大铁路、高速公路、市政工程市场份额,
寻机进入水利水电、环保、能源等领域,争取在 EPC、BT、BOT 等项目上有所收获,
努力向产业链和价值链上游提升,把公司建设成为管理效益型的综合性建筑施工企
业,实现可持续发展。

Abstract
Purpose - As China accelerating the process of industrialization, urbanization and
information, the proportion of fixed assets investment grows bigger in the economic and
social development. So there is no wonder the construction industry, as the executor of the
implementation of fixed assets investment, ing to a period of rapid growth.
Construction projects of this period usually have larger scales and the investment focus in
the fields of transportation facilities like railways, highways and infrastructure like energy,
environmental protection, water conservancy and hydropower, real estate. Faced with this
