党政领导干部问责制与提高党的执政能力研究
摘要
党政领导干部问责制作为一种制度能够有效的对权力加以制约和监督,通
过对党政领导干部的监督和约束,以此推动党的执政能力的提高。问责制从“非
典”时期的“问责风暴”到被确立为一种制度,只是短短的几年时间,它的作
用已经引起了学术界的广泛关注。但是,它在我国还是“新事物”,仍然存在许
多有待完善之处,尤其是在提高执政党的执政能力方面的研究不足。因此,研
究如何完善党政领导干部问责制度,对提高党的执政能力有着十分重要的意义。
本文通过分析党政领导干部问责制与党的执政能力之间的关系,提出党政
领导干部问责制对于提高党的执政能力的积极意义。针对我国党政领导干部问
责制在实施中存在的一些问题,提出可行的对策建议,以期能够使党政领导干
部问责制得以进一步完善,以此来提高党的执政能力。本文从问责文化建设、
问责对象、问责主体、问责实践中的范围和相关配套制度这几个方面通过对一
些案例的分析提出了完善我国党政领导干部问责制的对策建议。其中包括强化
问责文化建设、强化异体问责、明确问责对象责任、拓宽问责实践中的范围及
积极探索各方面配套制度等多方面的具体措施。
可以预见,党政领导干部问责制的实施一定能够有效的提高党的执政能力。
从我国在过去几年中对党政领导干部问责制的实施力度与决心上看,我们相信
党政领导干部问责制的成熟与完善指日可待。

Abstract
As a system, Party and government leading cadres accountability can effectively restrain the
exercise of power and supervision, through the party and government leading cadres of supervision
and restraint so as to promote the Party's ruling capability. The accountability system from the
"SARS" period "accountability crisis" to be established as a system, but only a few years time, its
role has attracted widespread attention in academia. However, it is in our country is still "new
things", there are still many to be perfect, especially in the ruling party's ability to improve aspects
of research deficit. Therefore, the study how to improve the accountability system of party and
government leading cadres, to improve the party's ability to govern has very important significance.
This paper analyzes the accountability of party and government leading cadres of the Party's
ability to govern the relationship between the party and government leading cadres proposed
accountability system for improving the Party's ruling capacity of positive significance. Against our
party and government leading cadres of accountability in the implementation of some of the
problems that exist
