Classified Index: D63 .: 35 Dissertation for the Master Degree in Management THE STUDY ON PROBLEM AND STRATEGY OF CHINESE GOVERNMENT PERFOMANCE EVALUATION Candidate: Supervisor: Academic Degree Applied for: Speciality: University: Jiao Purun Prof. Zhang Kangzhi Master of Management Administration Yanshan University 万方数据摘 要改进政府绩效,是公共行政的一个难题,而其中的关键则是对政府绩效如何进行评估。我国是从20世纪90年代才开始了对政府绩效评估的研究,从整体来说我国的政府绩效评估还处于探索阶段,我国政府绩效评估还存在多种问题。因而,发现问题、寻找问题产生的根源、立足我国国情提出相应的解决途径无疑会有助于我国政府绩效评估的发展。当前,我国政府绩效评估中存在的问题主要有:对评估有逃避态度、评估的价值取向有偏差、评估的指标体系不健全、评估的结果未能有效利用、评估缺乏规范性、评估缺乏成熟的制度基础、评估的体制性障碍等。其中,评估缺乏成熟的制度基础和体制性障碍是现在我国政府绩效评估面临的最大、最难的问题。本文在论述政府绩效评估的相关概念以及我国政府绩效的实践进展的基础上,深入剖析了我国政府绩效评估产生诸多问题的原因,提出了改进我国政府绩效评估的途径。建议应从理论、认识、方法技术到体制、制度,全面地改进政府绩效评估,要加强理论研究,注重心理调控,完善评估体系,促进评估法制化,培育绩效文化,尤其是要构建回应性的评估体制和培育制度设计的基本理念,从深层次上改进绩效评估。最后提出了从宏观和微观、中央和地方同时推进我国政府绩效评估的建议。本研究丰富了政府绩效评估关于问题和对策的理论,而且也会对政府绩效评估的实际工作起到一定的推动作用。关键词制度;政府改革;行政体制;政府绩效;政府绩效评估万方数据Abstract Improving government performance is a problem to public administration, but the key is how to valuate government performance. China begins to study government performance evaluation from the 1990s, but from the whole, government performance evaluation in China is still in the exploratory stage, and there are still many problems. As a result, identifying problems, finding the root of the problems and suggesting the corresponding solutions based on China's national conditions will undoubtedly contribute to the development of government performance evaluation. At the present stage, the problems about government performance evaluation in our country are mainly: having evading attitude to performance evaluation, having deviation to choose face of value of evaluation, having faulty about index system, failing to have effect making use of the result of evaluation, evaluation being short of norm, evaluation being short of the mature system basis, having system obstacle and so on.
