摘要
城镇化是一个国家或地区社会进步和现代化的重要标志,也是促进经济增长的必
要进程和有效手段,实现经济社会协调发展不可逾越的历史阶段。加快城镇化进程,
实现农村剩余劳动力向非农产业和城镇转移,是工业化和现代化的必然趋势。城镇化
将成为 21 世纪人类社会发展的主旋律。我国是一个典型的二元经济国家,农村剩余
劳动力数以亿计。这么庞大的数量,无论是农业内部和乡镇企业都是无法消化的,因
而必然会有大批农村富余劳动力涌向城镇。相关研究表示,城镇化每增加一个百分点,
就可以拉动 GDP 增长 个百分点,对经济发展起着巨大的作用。正如 2001 年诺贝
尔经济学奖得主、美国经济学家斯蒂格利茨所言,作为世界上最大的发展中国家,中
国的城镇化与美国的高科技发展,将是深刻影响 21 世纪人类发展的两大课题。
随着武汉城市圈“两型社会”试点的建设,在城市圈一体化建设的背景下城际铁路
将成为拉动武汉城市圈城镇化发展的重要途径。城际铁路的开通大大缩短了武汉与周
边城市之间的交通距离,带来了大量的人流、物流。同时也给城际铁路沿线地区的发
展带来来了机遇和挑战,如何抓住城际铁路这个发展的机遇,并且协调发展和环境保
护的矛盾,走新型城镇化道路是城铁沿线地区面临的困惑。
本文以武汉至咸宁城际铁路沿线地区为研究对象,在分析总结了城镇化发展的普
遍规律和城际铁路对沿线地区的影响力的基础上,结合武咸城铁沿线地区自身的经济
基础和发展条件,从土地、产业、人口、交通等方面提出了城铁带动下沿线地区的城
镇化发展战略。

Abstract
Urbanization is the important sign of a national or region’s social development and
modernization, it’s also the necessary progress and effective means to promote economic
growth and the impassable historical period to achieve economic and social coordinated
development. Speed up the urbanization and make the rural surplus labor into
non-agricultural industries or cites is the inevitable trend of industrialization and
modernization. Urbanization will be the theme of human social development in the 21st
century. China is a typical dual economy country, there have thousands of rural surplus
labor. There are too many to be modated by agricultural and township enterprises, so
the rural surplus labor will turn into cities. Relevant research related to represent that
urbanization every increase of 1%, will stimulate growth in GDP %. Joseph ,
the nobel economics prize winner in 2001,point out that as the largest developing country,
china's urbanization and the united states’s high technology development will be the two
major subjects of profound impact on human development in 21st century.
