提要
经济发展、技术优化,离不开专业技术人才的知识和经验。目前,葫芦岛市专业
技术人才流失问题严峻,制约了葫芦岛的经济增长和社会发展。如何遏制专业技术人
才流失并吸引激励优秀人才引起了作者的思考,同时也是本文写作的出发点。
本文结合葫芦岛地区实际,以葫芦岛市各类企业和相关职能部门为调查对象,
通过重点走访、深度访谈、问卷调查等形式剖析葫芦岛市专业技术人才流失的特点、
原因及影响,并针对人才流失原因,将调查形成的葫芦岛市专业技术人才的现状与
先进地区经验和典型案例进行比对,提出可操作性的对策和建议:首先,葫芦岛市
必须创造产业优势,促进经济的发展,为人才工作提供保障。其次,政府通过制定
政策、营造环境、改善服务不断提高人才工作水平。再次,组织完善现行的人才评
价、分配、激励机制,健全培训体系,储备人才。并可随本文研究的深入,协助有
关部门更全面、更深刻地认识葫芦岛市专业技术人才状况,为葫芦岛市市委、市政
府的人才工作提供决策支持,对辽宁沿海经济带建设的顺利实施起到一定促进作
用。

ABSTRACT
Economic developing, technical optimizing can’t happen without the knowledge
and experience of professional talent. Right now, lots of technical expert and talent
outflow from City of Huludao, which cause a backward influence in the economic
developing and Social progress. How to stop talents outflow and attract experts inflow
the city bring author’s concerns, and it e a starting point of this article.
This article rely on Huludao City’s economical reality , base on the market research
panies and relative departments of the city, through interview , Conversation and
survey of key enterprise, to analyse the talent outflow characters ,reasons and influence,
at pose parison of talents and experts resource with other developed
region, to conclude a constructive suggestion that,: The First, Hudludao City must create
advantage industry and developed economic to secure the human resource. The second,
government establish a policy, incubate good environment, improve service level to
enhance the working condition. The third, optimize the present talent evaluation, e
distribution , good incentive plan , right training system, to deposit talents.
With the assist of this research, help relative departments get a whole view of the
city human resource status quo,
