安徽财经大学硕士学位论文 1 地方政府激励商业银行信贷支持政策研究内容摘要地方政府作为国家管理的组成部分,具有重要的经济职能,其中包括对社会的经济发展进行宏观调控,帮助扶持地方经济健康成长, 为了达到这个目的,地方政府需要大量的资金支持。从地方发展的角度来看,地方经济的发展离不开商业银行的信贷支持,而银行在信贷行为中由于信息的不对称容易出现信贷配给现象,使得一部分经济主体得不到银行金融资源的支持,此时就需要地方政府发挥其经济职能,帮助地方经济主体更好的获得银行信贷支持,调节金融资源在社会经济中的合理分配,而激励政策就是地方政府向当地的商业银行寻求信贷支持的首选渠道。当前地方政府对商业银行的激励政策概括起来有四点:财政奖励、税收优惠、风险补偿以及财政补贴。这些政策一直是地方政府激励商业银行信贷支持的主要手段,也是促进当地经济发展的有效方式。但由于外部经济环境的不完善以及相关法律制度的缺失等原因,这些激励政策在执行过程中还存在着很多问题,需要对其做出调整,使之更加完善。对地方政府激励商业银行信贷支持的政策研究有助于地方更好的获得银行的信贷支持,促进地方经济的稳定增长,同时也有助于银行的更好发展及信贷资金合理正确高效的使用。本文首先阐述了地方政府、地方政府激励机制和商业银行的概念以及国内外学者对政府激励和商业银行信贷的相关研究,在这些理论的基础上分析了我国现阶段地方政府出台政策激励商业银行信贷支持的原因,并介绍了相关政策,通过对激励政策的效果研究发现目前我国地方政府在激励商业银行信贷支持方面还存在着激励力度不足、激励方向需要调整以及相应监管制度的缺失等问题。最后在以上分析的基础上,提出了地方政府激励商业银行信贷支持的政策建议,为地方政府更好的利用激励政策寻求商业银行信贷支持,促进地方经济发展提供了思路。关键词:地方政府,商业银行,信贷支持,激励政策地方政府激励商业银行信贷支持政策研究 ABSTRACT 2 The Research on Local Government Incentive Policy to Commercial Bank Credit Support ABSTRACT As a part of national management, the local governmenthasan important economic function, including the social economic development in the macroeconomic regulation and control, to help support the local economy healthy growth, in order to achieve this purpose, local governments need a large amount of fund support.
