Research on Risk Assessment of International Engineering Contracting Projects A Dissertation Submitted for the Degree of Master Candidate:Xu Fei Supervisor:Prof. Lu Ning Chang’an University, Xi’an, China i 摘要世界经济的发展和我国改革开放步伐的大步迈开,使我国的国际承包事业在近三十年的发展中成绩斐然,国际承包事业在我国建筑业中已然占据着十分重要的地位。然而, 国际工程承包项目面临的风险因素众多而繁杂,加之我国建筑企业本身的管理并不完善,特别是对风险管理较为薄弱,这使我国的建筑企业在国际工程承包项目中面临着巨大的风险挑战。要适应国际大环境的要求,满足建筑企业生存发展的需要,满足建筑企业追求经济利益的需要,改进我国国际工程承包项目风险管理现存的问题,就迫切需要加强对国际工程承包项目风险管理的研究,特别是对风险评价的研究工作。本文立足于我国国际工程承包项目,在借鉴国内外学者对本问题研究的基础上,结合我国国际工程承包项目的特点,分析了从项目决策前到竣工完成后这段时期内国际工程承包项目所面临的风险因素,并依据系统的观点,将国际工程承包项目的风险从具体到细节、由宏观到微观、从外部到内部,层层进行分解,建立了国际工程承包项目风险综合评价指标体系。进而在评析现有风险评价方法的基础上,提出了一种适应国际工程承包项目自身特点的风险综合评价方法——() A MF E ?方法。该方法适用于项目决策前并贯穿于整个项目的建设过程中,在项目决策前运用该方法对拟建项目进行风险的综合评价,可以为国际工程承包企业进行项目决策和下一步制定风险控制措施提供依据和参考;在项目的建设过程定期运用该方法对项目的风险进行适时的跟踪,可以发现新的风险因素,并且及时对风险管理计划和措施进行修改和完善,从而实现对项目风险的动态管理,提高项目的抗风险能力。关键词:国际工程;风险管理;评价模型 ii Abstract With the development of world economy and the big step forward of China’s reform and opening up make China’s cause of international contractingachievements in nearly three decades of development, and the cause of international contracting already occupies a very important position in international contracting career in China's construction , the risk factors faced by the international project plicated and numerous, coupled with imperfect management of China's construction enterprises, especially risk management is weak, those two factors make China's construction enterprises in the international engineering contracting projects facing hugethe riskof challenge. It is urgent need to develop and strengthen the risk management of international engineering contracting projects, especially risk evaluation studies, because it is adapt to the requirements of the international environment, meet to the needs of survival and development of the enterprise, meet to the pursuit of economic interests of
