一、试卷设计的指导思想
1、命题原则保持延续一致
既题目的立意、情景设置、问题设置、选材与《考试大纲》要求一致。
测试目标定位在综合运用语言能力考核上,这种能力主要指语言信息的接受、处理和表达,知识、能力和交际等考核合理平衡。
听、读、写等技能考核比例分配合理,知识考核保证知识覆盖,并具有交际化、语境化(上下文限制)综合化的特点。能力考核向深层次发展。
测试要求难度(深度)和速度(单词和阅读)符合教学大纲的规定。

(3)考核的焦点在于是否达到交际目的;

影响NMET试题设计的最新语言学理论:
(1)部分之和不等于整体。语言测试不能依靠单项测试的模式,而要采用考察综合能力的综合测试模式。
(2)语言知识不等于语言运用。考语音、语法、词汇,只是考了语言知识,不等于考了语言运用。考察在实际交际环境中为实现交际目的而使用语音、语法、词汇,才算是考了语言运用。
(3)语言测试的目的应该是考语言在实际生活交际环境中的运用,而不是考语言知识。
