浙江大学硕士学位论文疾病预防控制机构应急能力结构分析及建设策略疾病预防控制机构应急能力结构分析及建设策略中文摘要y 58181 7本研究针对SARS事件之后国家高度重视突发公共卫生事件应急机制建设的现实需要,对尚属研究空白的疾病预防控制中心(简称CDC)的应急能力结构进行了探索性研究。本研究分3个阶段进行。第一阶段通过以往相关研究的回顾复****形成研究的理论构思、理论假设和初始结构模型。第二阶段通过定性访谈研究,修正理论假设和完善调查量表。第三阶段运用随机分层抽样方法,对29个包括省、市、县三级CDC的668名工作人员进行了现场问卷调查。研究结果基本证实了理论构思和假设,主要结论有:一些原本认为对CDC应急能力有较大影响作用的因素,如应急培训|_与演练、健康教育与促进、症状和用药监测、CDC管理体制改革等,研究结果未给予充分支持。研究揭示:CDC的应急能力结构主要有六个维度,分别是“信息交流”(CDC应建立与有关非卫生系统交流预警和应急信息的机制)、“应急工作”(有关部门应明确CDC在应急阶段所应承担的与日常有所区别的工作职责)、“应急救治队伍”(在CDC内外部分别组建专业和精干的应急救治队伍)、“人力/物力资源”(政府有责任为CDC提供完成职责所必需的人力、物力支持)、“信息报告程序”(建立和完善科学的信息报告程序)和“经费补偿”(在公共财政的支持入不敷出时,应允许CDC继续执行“有偿服务”的政策)o .根据上述结果,本研究提出了加强CDC应急能力建设的策略建议,对实践工作具有很强的现实指导意义。关键词:公共管理公共卫生应急能力结构宋经作者、导师同意勿全文公布浙江大学硕士学位沦叟疾病预防控制机构应急能力结构分析及建设策略Analysis of Responding Ability Structureof Disease Control Facilities and Their Development StrategiesYang Jing,School of Management。Zhejiang UniversityAbstract:Viewing the realistic needs that the Nation pays great importance todevelop responding system to public health outbreaks after SARS,the author hasconducted some research focusing on responding ability structure of centers fordisease prevention and control(CDCs).The study has been undertaken with three stages The first stage iS to form lhetheoreticaI up the hypotheses and develops the structuraI modelthrough reviewing the related studies in the past The second stage iS to modify thetheoretica}hypotheses and improve the questionnaires on the basis of third stage IS to conduct the SU rvey bv On—the—spot questionnairesurvey to 668 professionals in 29 CDCs at three different Ievels: and county Ievels using a random sampling method The findings of thestudy mostly suppo rted the hypotheses The main conclusions are as follows:(1)Findings of the study did not fuIly support the hypothesis that the factors used tobe considered such as training and rehearsals,health education and rveillance over symptoms and Of CDC syst
