243 电子政务空间信息服务应用模型管理研究周娜 刘纪平 王勇 (中国测绘科学研究院北京市海淀区北太平路16 号 100039) 摘要: 电子政务已成为世界各国政府行政管理改革的主要方向,同时电子政务的建设对空间信息服务提出了强烈的需求,模型法是了解和探索客观世界的最有力、最方便、最有效的方法, 而电子政务空间信息服务在向政府提供空间辅助决策的复杂服务过程中必然会涉及到模型的分析与应用,因此,对电子政务空间信息服务应用模型的管理研究越显重要,本文作者在分析总结国内外模型管理方法和技术的基础上,建立了基于应用问题的模型分类体系,设计了模型适应性评价指标体系及运行算法,构建了应用模型库管理技术平台的体系结构、运行规范与接口标准; 平台开发实现应用模型库管理平台的技术原型,实现模型注册与管理、模型选择与评价、模型驱动与交互、模型链接与集成等核心功能,为空间信息决策过程提供应用模型的动态管理与服务。 关键词: 电子政务空间信息服务;电子政务空间信息服务应用模型;适应性评价;模型管理 Research on Management for Model Applied in E-government Spatial Information Service ZHOU Na, LIU Ji-Ping, WANG Yong (Chinese Academy of Surveying and Mapping, Beijing, 100039) Abstract : E-government has e the mainstream in the reform of government management in all of the countries over th e world, at the same time, the construction of E-government proposed strong demand for sp atial information service. It is well known that Model is the most effective and convenient method for exploring the real world, moreover, the analysis and application used by model is vital for the process of providing spatial decision- making for government, th erefore, research on management for model applied in E-government spatial information service es more important. Based on the analysis for the method and technology in model management, this paper builds classificati on system for the model applied in the E-government spatial information service according to practical issues, devises evaluation indicator framewor k and run algorithm for calculating applicability of model.
