摘要
中国石油天然气集团公司的一系列改革、重组和上市,标志着中
国石油的管理体制、经营机制发生了巨大的变化。中国石油天然气股
份有限公司吐哈油田分公司成立后,公司的核心业务是发展油气生产。
面对国际石油发展前景的良好态势,根据股份公司的总体要求,吐哈
油田的油气产量必须保持稳定,成本费用同比有所减少。
针对新情况,吐哈油田进一步强化对产量和成本的考核。但是,
由于受传统计划经济的影响,公司在经济效益评价上还存在不少的缺
陷。为了科学、准确、有效地评价油田在以可持续发展、产量最大化、
利润最大化的多目标经营活动中的相对效率,反映各年间的投资经济
效益情况,分析和确定适度的技术和规模水平,本文结合吐哈油田近
六年(2000—2005 年)的生产经营实际情况,应用数据包络分析法,
对吐哈油田分公司的经济效益进行分析和论证,提出科学的考核吐哈
油田经济效益评价的参考依据,探讨数据包络分析(DEA)法在吐哈
油田投资经济效益评价中应用的可行性。

Investment Economics Benefit of Tuha Oilfield By
A Method of Data Envelopment Analysis(DEA)
ABSTRACT
With a series of reforming 、regrouping and having been listed,the
management system and working mechanism PC have changed a lot.
The core operation of Tuha pany which belongs PC is
producing oil and natural gas. In face of favourable foreground of
international oil market,and according to the demand PC,the
production of Tuha pany must keep stable and the expenditure
must decrease.
In face of the new questions,Tuha pany must strengthen the
examination of production and cost. However,because of the influence of
the planned economy,there are lots of limitation in the evaluation of
economic benefit of pany. This paper bines with the data
of operation from 2000 to 2005 of Tuha pany applys the
method of data envelopment analysis to analyse and demonstrate the
economic benefit of pany ,comes up with the scientific reference
to check the evaluation of economic benefit of Tuha pany,and
discusses the feasibility of applying the DEA to evaluate the economic
benefit of Tuha pany.
